ABOUT PROJECT 2025

The ultra-conservative Heritage Foundation has been writing policy plans for the GOP since the early 80's, including for Trump in 2016. A year into Trump's term, he had adopted nearly two-thirds of their proposals. Along with The Federalist Society, The Heritage Foundation also played a significant role in Trump's three Supreme Court appointments, key to overturning Roe v. Wade.
Trump and Vance can try to distance themselves from Project 2025, but the vast majority of its authors and editors served in the Trump administration. Contributors include HUD Secretary Ben Carson, Defense Secretary Chris Miller, Deputy White House Chief of Staff Rick Dearborn, OMB Director Russ Vought, and top DHS official Ken Cuccinelli. John McEntee, the White House personnel director who removed disloyal officials, plays a key role in Project 2025 staff recommendations. At least 140 former Trump administration officials are involved in crafting Project 2025.

Project 2025 presents a comprehensive approach to abortion, fertility, marriage, and family. The plan asserts that abortion is not health care, suggesting it harms women and girls, and calls for a ban on mifepristone and the morning-after pill, effectively pushing for a de facto national abortion ban (you too, blue states). It also proposes removing all funding from Planned Parenthood and preventing Medicaid from paying for abortions. For contraception, Project 2025 promotes fertility awareness-based methods, such as the rhythm method, and seeks to ban certain fertility treatments. Additionally, it asserts that marriage and family should be defined by biblical standards. On sex and gender, Project 2025 posits that sex is binary and labels any challenges to this view as "junk science," while claiming gender-affirming care causes irreversible harm.

The Dobbs decision, which overturned Roe v. Wade, is viewed by Trump and proponents of Project 2025 as a major victory. One of the more concerning proposals in Project 2025 is the increase in nationwide abortion surveillance, requiring mandatory and detailed reporting of abortion data to target "abortion tourism." This includes reporting gestational age, reasons for the abortion, the mother's state of residence, and methods used. Project 2025 also aims to expand the Hyde Amendment's restrictions on federal funding for abortion care, ensuring no federal funds support those traveling for abortions and defunding all abortion providers, particularly Planned Parenthood. Additionally, it would mandate that medical professional training excludes abortion care training.

The Center for American Progress reports the following findings from Project 2025's proposals:

More than 833,000 children enrolled in Head Start would lose access to child care.

Low-income families dependent on free services offered by Head Start wouldn’t be able to afford child care. The average cost of child care is nearly $12,000, representing 38.6% of income for families at the poverty level.

The number of Americans living in child care deserts would spike, particularly in rural areas.

Tribal communities, children in foster care, and people experiencing homelessness would be disproportionately harmed. Ripple effects from the erasure of Head Start would be felt across the entire U.S. economy.

The plan boldly claims children do best in families with two married, heterosexual partners, suggesting federal assistance should be tied to marriage. They propose redirecting child welfare funds to a conservative Healthy Marriage and Relationship Education program, despite a 2022 study showing these programs have "non-significant effects".

When it comes to the Temporary Assistance for Needy Families (TANF) program, the document stops just short of making benefits contingent on marital status. It criticizes TANF priorities, stating, “Marriage, healthy family formation, and delaying sex to prevent pregnancy are virtually ignored in terms of priorities, yet these goals can reverse the cycle of poverty in meaningful ways. CMS should require explicit measurement of these goals.” How do they plan to measure this?

Project 2025 envisions enforcing a draconian, "biblically based, social science-reinforced definition of marriage and family." It aims to obliterate nondiscrimination protections for faith-based grant recipients, thereby institutionalizing discrimination. The authors contend that "heterosexual, intact marriages" are the only stable environment for children, dismissing "all other family forms" as inferior.

Beyond pushing for the passage of the Child Welfare Provider Inclusion Act, which would empower adoption and foster care agencies to discriminate based on "religious beliefs or moral convictions," the plan demands that Congress ensure "religious employers" are exempt from nondiscrimination laws, giving them free rein to impose their beliefs on business decisions. This blueprint threatens to dismantle the diverse fabric of American families, reshaping them into a uniform, Christofascist mold.

Project 2025 paints a dire picture, accusing Department of Homeland Security bureaucrats and a "feckless" administration of aiding criminal entry by migrants. It asserts that illegal immigration should be ended entirely, the border sealed, not reprioritized. The agenda even suggests using the U.S. military to deport millions, a move projected to slash household incomes in mixed-status families by 50% and cause a $4.7 trillion hit to the economy over a decade.

Furthermore, Project 2025 targets family-based immigration and DACA, calling for their elimination. It also seeks to remove prohibitions on ICE acting in "sensitive zones," opening the door for raids on schools, hospitals, and religious institutions.

Project 2025's demands severe caps on the federal funding states can receive to support Medicaid, without any clear guidelines on how these caps would be set. These draconian caps would ensure that federal Medicaid spending falls drastically behind the rising number of enrollees and the increasing costs of healthcare, leading to substantial funding cuts over time. It advocates for harsh time limits on Medicaid coverage and the imposition of lifetime caps on benefits, aiming to force the most vulnerable out of the program.

Furthermore, the project permits states to enforce stringent work requirements for Medicaid eligibility and to implement excessively strict criteria for people to qualify for coverage, effectively denying healthcare to millions of people in need.

Revise the Executive Order related to the Intelligence Reform and Terrorism Prevention Act of 2004 to give the next administration expanded powers to conduct domestic intelligence activities that might infringe on civil liberties and privacy. (i.e., government spying on us and keeping up with our lives and what we do.)

Beef up and expand the intelligence community's activities, including the FBI, and make greater use of technology to modernize and improve the IC's work, especially compared to China. (We are going to be an even more controlled country than China.)

Project 2025 wants to forbid non-citizens from living in federally subsidized housing (including mixed status families).

Project 2025 wants to limit time allowed to receive housing benefits.

Project 2025 wants to prioritize married couples for housing. (Punishment for "single cat ladies")

Project 2025 wants to privatize where possible; shift public housing responsibility to private sector via vouchers.

Project 2025 wants to promote and insert pro-life, religious values into government policy, wherever possible. (More Christian nationalism).

Replace civil servants with political appointees committed to president's agenda. (Loyalty to President before country)

Project 2025 includes proposals to limit federal investigations into police abuse, raising raised concerns amongst civil rights advocates. The plan outlines a strategy to repurpose the DOJ to target so-called "progressive prosecutors" and increase federal oversight of local district attorneys who adopt less punitive approaches. Such measures undermine community autonomy and democratic principles.

Additionally, Project 2025 proposes aggressive federal enforcement against reproductive rights, leveraging outdated laws like the Comstock Act to prosecute medication abortions. The implementation of these policies, combined with proposals like Schedule F to replace career civil servants with political allies, could drastically reshape the DOJ's focus and operations, potentially stifling reform efforts at state and local levels.

Project 2025 aims to deny the existence of transgender individuals, undermine same-sex marriage rights, and dismantle services for LGBTQ+ Americans, primarily through a proposed rebranding of the U.S. Department of Health and Human Services to the Department of Life. The plan advocates for a definition of family as a married father and mother with children, redirecting federal funds to support this "biblically based" family structure. It seeks to replace LGBTQ+ equity policies with those promoting stable, married, nuclear families and to protect adoption and foster care services that exclude LGBTQ+ couples. Equating being transgender to pornography, the plan calls for outlawing it and cutting federal funding for gender-affirming care.

Additionally, Project 2025 suggests reversing the Biden administration's support for transgender minors' right to gender-affirming care and allowing healthcare workers to refuse such care on objection grounds. It describes gender-affirming care for youth as a "social contagion" harming school-aged children and urges the next administration to address its impact.

When fascism comes, it comes for everyone.

The only way to stave this off is to band together November 5th and VOTE for HARRIS/WALZ and EVERY LOCAL, STATE, and FEDERAL DEMOCRAT ON THE BALLOT, in the largest numbers this country has ever seen. This isn't the time to stay home or cast 3rd party protest votes.
